The Alcohol and Tobacco Tax and Trade Bureau (TTB) announced the passing of Arthur J. Libertucci, its first Administrator, who led the Bureau’s creation under the Homeland Security Act of 2002. He guided TTB’s launch in 2003 and helped establish the structure that continues to shape the agency.
